Tom Changnon was elected Stanislaus County Superintendent of Schools in November, 2006 and sworn into office on January 9, 2007. As Superintendent, he oversees the Stanislaus County Office of Education (SCOE) with a staff of 940 and a budget of over $227 million. SCOE provides direct instructional programs and support services to the 25 school districts in Stanislaus County. This includes 190 schools and over 106,920 students. The office also provides regional programs and services in a seven-county area.
Tom has led SCOE and the school districts into the future by focusing on the development and implementation of Local Control & Accountability Plans, increased partnerships with the private sector around Career Technical Education and moving our community forward in terms of innovation and technology in the classroom.

The Office of the Superintendent provides support to the County Office, school districts and other educational agencies. Our staff provides communications services, data and statistics, research analysis, internal audit services, and planning and support services to the SCOE, school districts and other agencies in the realm of education.
The Stanislaus County Office of Education, through effective leadership, coordinated services, staff development, and partnerships among family, school and community, will support public education in preparing diverse students to become productive citizens and life-long learners.
