Central California Migrant/Seasonal Head Start Policy Council
The Policy Council is a formal structure of Head Start program governance that provides parents and other community representatives with the responsibility and opportunity to provide input and participate in shared decision-making concerning program design and implementation.

Established in 1997, revised in 2001 and comprised of the Stanislaus, Merced, and Santa Cruz County Offices of Education, the elected officials and political appointments thereof form the participants in and Governing Body of the Joint Powers Authority (JPA). Serving as the Board of Directors, these leaders provide support and direction to guide organization administrators, executives, and managers in the oversight and managing of the program. The Policy Council and Governing Body work together to improve the lives of children and families and making the best decisions they can for the benefit of the program and the families served.
